Heater question

Driving around in the 90+* heat for the last week or two I notice hot air radiating from the floor after the car warms up. The heat outside is bad enough. I don't need any more inside too.

In a normal functional heat system, hot coolant is restricted from the heater core by a vacuum controlled switch located inline on the heater hose. Am I right about this? I replaced this heater valve about a year ago. It is the black plastic OEM replacement type. The vacuum line is connected to it right now. What else should I check? I don't want to melt in my car.
