Fuel Pump Dead?

Car wont start today. Looks to be fuel related.
Fuses are good.
I have 12 volts at the fuel pump jumper on the drivers side, but when I connect the jumper together I don't hear anything from the pump. Pressing down the valve on the fuel rail results in nothing....no fuel spraying out. Not even a drop.

Is there anything else to check before dropping the tank?? Is it possible to check for 12 volts at the pump with the jumper plugged in without dropping the tank?
 
What jumper? Are talking about the fuel pump test lead near the back of the alternator? If you are your supposed to apply 12V to that lead to run the pump. The other connector (male) is the tach test lead. Your not supposed to plug the two leads into each other.
 
x2 post 2. check if you are getting power at the sender while in prime need 2 people. if you are then you have to drop the tank see what's going on check all wires in there and the pump .
