Front Tubular Control Arms

I have a pair of front upper tubular control arms with ball joints installed. They were only on my car for mock up as I have since installed a pair of different uppers and lowers. They are a couple of years old (slow build) and I can not remember if I bought them from Speedway Motors or GBodyParts.

Those ball joints look they should go on top of the arm then bolt up. Not under the arm and bolt up. That way *IF* all 4 bolts brake the balljoint would still hold the arm in place.
