Did the bulb just burn out or did the socket go bad? Either way it is accessable be removing the front quarter panel ground effects piece. You can probabaly get to it without removing the whole thing, just be careful on flexing it too much as the paint may crack. I saw the socket when I changed out my entire fog light assemblies on my '90 GTA several years ago. You may be able to partially remove the plastic inner fender liner but I am not sure.
