Factrory Rims. Help me fix em'

Hello fellow Buick people! I am quite sure I am not alone on this one. I have the stock rims and I really like the way they look on my car. The problem is the black paint is peeling It looks terrible close up although most people see them spinning by quite fast Can you restore these yourself with a weekend in the garage

Do I have to peel the old stuff off or fill in the chips? I know they won't look mint but from about 5 feet I want it to look nice. Can you also just paint right over the chrome? Any primer?

Spray one some paint remover and scrap away. I did would reccomend having it power coated. I did mines with Krylon Lacquer paint prep it really good but only lasted a few years then it started to peal . I was very upset all that time in preping it and painting and it only lasted a few years.
