EGR Solenoid, can someone check?

I am getting a code (42 I think) for EGR Solenoid. I am now having a really bad idle when the car is cold and not much better when hot. I tried checking the EGR Solenoid with the Mighty Vac and it holds no vacuum with car on or off, is this normal? I did a search of the archives and found that it should be normally closed but has a bleed to it, how much should it bleed if any? I am at wits end trying to get my car running descent without just dumping money into it, so any help would be appreciated. Thanks

PS, I checked the entire ignition system and everything is fine, so it isn't ignition related, and the EGR code is the only one I have ever gotten on my car.
 
I was checking mine just the other day and the port that goes to the EGR valve is normally open until commanded to close and let vacumn thru to the EGR. Does that clear things up.
Try and see if the EGR valve holds vacumn itself with the mighty vac.
