Who makes the best affordable pipe? Would like one with dump option.

Dump / or test pipe with a cutout dump is usually a separate piece used in place of the catalytic converter - and not normally, that I have seen, a part of the downpipe.
You can buy those separately for not much money.

I think Gbodyparts.com's downpipe is quite good for the money.

I bought mine from Quad Air (Red Armstrong). perfect fit, with dump pipe (separate piece). very high quality.
