disc conversion, rears locking up b4 fronts

I've upgraded fronts to the C5 vette PBR 2pot caliper and the rears run Caddy single pot w/parking brake.

Its still got the original master cylinder and prop valve but I'm locking the rears before the fronts.

I figured it'd be the other way around. Don't discs take higher pressure than drums (and therefore the fronts lock first?

Anybody else encountered this?
