Code 13

I am having a problem with my T. Wont start now and showing a code 13(o2). I thought this code would only be set when the engine has been on for 40sec? I swapped the ECM out to no avail. Any ideas?

The biggest problem I've had with my turbo Regals not starting ended up being the crank sensor. The car would turn over fine, but wouldn't start. It is only around $20 from Advance Auto. It's a good and easy place to start.

Does it have spark at the spark plugs?

Does it have fuel pressure at the rail?

Code 13 is oxygen sensor not responding,I doubt its your problem,also check tps setting with scan tool

I thought that it was wierd that the 13 came up, that is why I thought it might be the ECM. I changed out the O2 and the crank sensor and it started. Also idles alot smoother now, so I am back on the road Thanks for all the suggestions.
