cam sensor question

I had a motor built and I know the timing was messed with a little bit. TDC is showing 18 degrees on the timing pointer and not 0. When I install my my cam sensor do I need to go 25 degrees before the 18 or before 0. is the 18 degrees my new 0 mark since that's TDC?
 
The 25 degrees setting is actually after TDC. Rotate engine to TDC, then an additional 25*.

If the 18* mark on the tab is true TDC, then it will be 25* past that point.

Although, I do wonder a bit why it is so far off. Key sheared, key not installed, after-market balancer that isn't marked correctly?

18 degrees is way off. I would conclusively determine the cause before going much further.

Something is way off. Was TDC determined with a positive stop? Aftermarket balancer?
 
no its a stock balancer. I have not moved the crank since I got the motor back and number one piston is up so I'm guessing its on tdc. timing indicator pointer is at 18 degrees. im going to make sure it's really TDC and then will post again.
