50's Program and question

I have changed to a taller tire 28in and still have the 3.42 gear ratio, will this effect the performance of my car because the ECM will be reading the wrong mph? Also i would very much appreciate if someone could send me a bin file that would work well with these following changes to my car.

Stock block and cam
3200 stall torque converter Lock up
23 row BGC intercooler
TE62 turbo
3in downpipe
50lb injectors

I currently have a shift lite coming on at 5100 and retard elimination for the first 2 seconds. It would really help if i could get a program that would improve my spool up.

The only thing mph is used for is TCC lock-up, fan cut-off, and fuel limiter that I can think of off the top of my head...
Not used for timing/fueling etc.
