1986-87 maximum boost with wastegate electrical connector unplugged??

I was wondering how much the waste gate solenoid venting action adds to baseline boost as set with the factory size restrictor oriface and the factory wastegate calibration,

EXAMPLE, the baseline boost might be 9 PSI, and the ecm can add 6 more for a total of 15 psi max, and also take away those 6 if knock or high temps are encountered.
WORST CASE FUEL,high gear, high temps, the 9 psi boost is all it would make.

The stock actuator is 10-11 lbs. With the stock setup, the solenoid vents and "adds" ~4lbs to make the factory 14-15 lbs of boost. The solenoid is capable of venting enough to make a total of 6lbs, so some aftermarket chips can get ~17 lbs.

I may be wrong, but I don't think chips "pull boost", just timing.
