1-2 short shift

Fresh 2004R BRF tranny with a real Art Carr NL converter shifts prematurely into 2nd gear. Transmission when placed in DRIVE, launch at 4200 RPM on the footbrake, will make the 1-2 shift at roughly 16 MPH and at 4600 RPM. The 2-3 shift takes place at 66 MPH and approx 5400 RPM. We have swapped valvebodies, no difference. TV cable is adjusted properly, line pressure is at 275. There is an external tranny cooler and deep pan on the car. Anyone have any ideas what to look for. It is on a buddies car, not the one in my sig.
