won't turn over

i recently purchased this 87 grand national. it was not all put together when i purchased it , it was not running, even though the engine was recently rebuilt. it needed a new radiator and a few other parts put back on it. i was getting ready to turn it over and drop in the cam sensor, but it won't turn over. the digital dash lights up. i see no chack engine light, or ses light, even lighting up with the switch on. when i turn the key nothing happens, not even a click. what could cause this and what all controls the engine turning over?

I would check all grounds, solenoids, and connections first
