What's this part

Finishing my interior restore and I had this part left over. Not sure if it belongs under the dash or maybe in the engine bay. Is it use to organize the wiring or maybe it's not even an oem part?

Looks just like the one that would help stabilize the factory transmission oil cooler lines from wiggling around too much pictured from my car and think mine may of rotated around, thinking it originally also held the protected wires in the thicker plastic shield to the right of the transmission oil cooler lines coming off the radiator pictured from flopping around.

The larger opening on the clip does fit on the oil line from the radiator. Then the two trans lines must go in on the other side of clip. I'll try it.
