Vibration from turbo?

This is a rather odd situation. I have a 70 Chevelle with a 6.0 LQ9 and 2 stock 86/87 GN turbos.

I noticed a buzzy vibration in the car at around 1000rpm, brake torquing in drive.

While having someone brake torque the car I listened to various components with a long screwdriver and everything is very smooth -except- the drivers side turbo. It's actually difficult to hold the screwdriver against the compressor cover as it's such a strong vibration. Passenger side turbo is smooth.

Makes me think it's the turbo itself but it seems odd that it doesn't smoke or make noise under wide open throttle, just a very narrow rpm range down low.

Anyone else notice a vibration from a failing turbo? Thanks!

Pull in inlet/ downpipe off and check the wheels before they grenade...

Oh, and we need some pics of this car!!!!!!!
 
Well, it's not the turbo. I locked the turbo on the compressor nut with a pair of needle nose vice grips so it couldn't spin, started the car and have the same vibration. Must be just traveling through the turbo for some reason.

I do have a torque limiter on the drivers side of the engine going down to the frame with solid rod ends, I suppose that could be it.
