Unable to lock converter

My switch is not working to lock the converter. Problem is no voltage to adl terminal F I have 12 volts on both sides of the fuse and both sides of the brake switch. Can someone tell me which wires I need to look at for possible problem. Is there something elese Iam missing? Any help would be great.
 
Does the TCC work under ECM control?

Are you sure you are working with terminal F? Reason I ask is I've seen a few cars where the ALDL connector was mounted under the dash upside down which would definitely confuse things if you didn't realize it.
 
That crossed my mind, however I think I have figured this out. The car has vac brakes and the switch above the brake switch was not used by the previous owner. I found the plug for this switch and jumped the wires this gives me the voltage I need to the aldl. Thank you for your response.:)
