Two o-rings in the fuel rail???

I'm in the middle of an injector swap. Pulled the rail, then pulled the injectors. 5 of the rail ports have an o-ring seated in them, but #6 does not. All the removed injectors have their o-rings still attached at both ends. My question then.....Is the rail supposed to have these 0-rings left in place in each hole? Doesn't seem right.
 
Also, to more expand on this for the noobs like myself.

Im also in the middle of an injector swap, the little plastic things that sit under the injectors in the fuel rail....

Do those go back in when upgraded injectors are added?
Or are they part of the stock injector setup?
Or does it not matter?

Part of the stock injectors.... they do NOT go back in.... yes it matters.... :)

...and this thread is in the wrong section.....
