Should I load the oil and water pump before mounting on the block, or mount the cover first then load the water and oil pump? Thoughts, experiences, and why or why not? Thanks guys!

Oil pump beforehand because it takes patience to get it right. If the engine is on the stand it will work to add after front cover install, but in the car, definitely assemble before. Water pump doesn't matter.

Jerryl or anyone else who might know, what is tricky about setting the oil pump? Is there something special that needs to be done?

Clearances and attention to detail. Lots of info on oil pumps. One of the widely respected oil pump experts on our platforms is Earl Brown.
Google search Vortex Buick oil pump for some info.
