Testing wastegate actuator

Couldn't find any specific topics regarding this. What is the test procedure for the wastegate actuator, adjustable style with the threaded rod? I went from 25lbs to 16.

I tooled around with my controller (Hallman) and it doesn't adjust boost anymore.

So, procedure?
 
Research the part number from it to find out if it's stock spring, HD spring, or HHD spring some vendors sold but those are kinda rare.

After that use shop air with a good regulator and gauge on it.

Stock style the actuator arm will start to move at 10 psi. of air, HD is about 12-14 psi. air to start to move it, I've never owned or tested the high spring rate HD ones.
