Still Need Help On Fast Readings

I'm still having problem's with my car running rich all of a sudden.
The car was running great when I put the car away last year.
I have posted my concern on here 3 weeks ago. Bob Cunningham
was nice enough to give me some direction, but I'm still having the same problem. Here are my readings from the FAST dashboard.
UEGO (V) .65

UEGOS (V) .51

UEGOR (V) 4.51 and it is highlighted in red.

The last reading is always in red and the value does not change.

I purchased a new wideband 02 sensor and still the same problem. I checked for vacuum leaks, replace CTS sensor,
checked for injectors leaking down and they are fine. Am I missing
something here. The reading in red means something is out of
sync but no one has been able to steer me in the right direction with this problem. Is it the ECU, is it a faulty wide band I don't know anymore, I'm tired of guessing. Need assistance from
a knowledge source familiar with FAST tuning & reading.
 
I just spoke with Tony about this a few minutes ago. He'll fill you in on the details of our conversation.

The UEGO number should move around when the car is running. At 0.65 V I can tell you it's definitely reading a rich condition, so the sensor seems to be reading the same as how the engine is running. I don't think you have a sensor problem.

Does that 0.65 V reading change?
