Stage II pan rail ?

Why would a blocks pan rails be shortened to within about an inch below the motor mount holes and have four bolt mains front to back? just trying to id a motor. best I can tell the casting # is 4X128{some#not1}0and again some #. I understand why the use of 4 bolt mains just have never seen it done to the front and back on a stage motor.....Thanks
 
If I were to guess, it would be to decrease windage and run a kick-out pan.

Or it may have been used in an Indy program, where they'd even cut off the starter pad to lower the engine in the chassis as much as possible.

The 4X designation means it was a GM experimental block. I've seen a few different versions. If you can post up pics it would help. As far as the pan rail being cut down or off I've seen this on blocks that sustained damage and it was done in an effort to salvage them for future use.

The engine I saw with a cut pan rail was a na motor built by Wagner. I thought it was done on purpose to get the oil away from the crank. This was just a guess based on the pan design.
