second gear shift flare

like the title says im starting to get a flare at WOT when going into second gear...kinda like the tranny is waiting for second gear to clamp down but since theres no inital load on the engine after 1st gear it just zings up for a split second..

is there any way to adjust the second gear band tighter on the drum or am i just gonna have to get a rebuild?
