for about $10, a special clip-removal tool will save a lot of frustration.

That one is Lisle brand, but a good parts store will often have equivalent tools.
For putting new clips back on the cylinder, take a large socket that fits over the clip, and just gently tap it on with hammer. Use a small block of wood wedged between the Cyl and Wheel Flange, to hold the Cyl in place.
