rust bubble

I have a rust bubble on the lip above the wheel trim on my rear fender. seemed like it really blew up over the winter and is breaking though the paint whats the best way to deal with this and hide it im not ready for a full paintjob yet.

Because you're not ready to go for a full repair and paintjob at this time, one suggestion could be to just patch it and blow some black paint on the affected area. Won't last forever but may get you to the point in time where you will redo the whole car.
