Jalopnik is one of those sites I like to hit everyday when I have an hour to kill for lunch. I get a good laugh reading the comments anyway.
Having just picked up a really clean Baby Riv to use as a DD I'm guessing that disc was sent only to those people who bought a Riviera or who were thinking of buying one. BTW Buick built a few 85 Rivieras with that CRT DIC. Kind of a test group you could say. I have a mint owners manual supplement for the 85 in my collection of Riviera memorabilia. Let's see how many import snobs on that site give credit to Buick and GM for technology that was way ahead of the times back in the 80's.

many companies had 'websites' using 'HTTP' technology long before there was a 'web'. HTTP technology has been around for decades............
