To go faster than 10.0 to 8.50 requires many safety items for the car and driver including NHRA cage certification and a driving license which is good for 2 year.
For your specific car you can go on the NHRA web site to view the rules, or purchase them in book form.
Even if I tried to list them here, they probably would not be complete, or may not fit your situation.
This is an expensive proposition for an average racer to build a legal car to meet these rules and be competitive.
