loose downpipe?

I just took the exhaust off of my car so I can get my Hooker system installed and noticed my downpipe is a little loose. While slipping the original cat converter off(if only it was that easy ) there was a lot of up/down and side to side movement down by the cat. On the elbow, it looks like a spring setup almost on the bolts for the downpipe, do I need to tighten these? Whats going on?

Is your downpipe stock or aftermarket?

they are supose to move around only the spring pressure holds it on.
