I saw one of the rear bumpers that has very little re-enfocement on the inside. It looked like it was just enough to hold the outer chrome bumper on. I was thinking that I could disasemble and cut out the supports on the front and rear bumper, leaving enough to mount them.
I was wondering if it would be an easy way to save weight, and would it compromise much of the bumper's effectiveness. Really, I think the sock bumpers on my 82 Regal are a lot more stout than anything on any current SUV.
Or is this an old trick that everybody already knows about?
 
There were some bumper reinforcements for export (Canada) like you describe. I guess they didn't need to meet the same standards as US cars.

Most Turbo Regals had aluminum reinforcements instead of the steel.
