How much Fuel???

I have an issue with my car, The fuel pressure does not rise with boost ,it just stays at 45 psi.In the book Maximum Boost ,it states to test the fuel system u need to run the pumps (engine off) add boost pressure to regulators.Then measure fuel coming out of the fuel return.How much gallons/hr or minute does it take to make X amount of power.The book has a graph but just dont trust it.

Do you have a vacuum line hooked to the fpr so it can see vacuum/boost? What kind of car?

Most likely the fuel pressure regulator or the fuel pump. Go here and look under troubleshooting to learn how to test the fuel pressure regulator and fuel pump.
