Fuel in charcoal canister?

Hey guys. This is kinda weird, but for the last few days, I have noticed that when i shut my car off, fuel leaks out the drain at the bottom of the charcoal canister. Like a decent puddle size. What does this mean? is this normal? What can be causing this, and what can I do to fix it? Cars been hard to start lately too, wonder if this has something to do with it? Help me please!
 
Two things I would check for are overfilling the gas tank well beyond the shut-off point, or maybe a bad gas cap. Change out the canister filter with a new one and get a new gas cap. That should be a total of less than $10 and hopefully solve the problem. Also do not overfill the gas tank. Try those things and let us know if it solves the problem.
