Fuel Gauge Trouble

Fuel gauge was stuck on 1/4 tank, so i changed the sending unit and fuel pump. Gauge is still stuck on 1/4 tank.I tried moving the float when I hook up the sending unit , and the gauge responded correctly. Is there something else I should be looking at? I heard from a friend that there might be a relay that controls the gauge from fluctuating when you're driving. Is this true?

No. The guage is self dampened. I think Ford used a timing relay.

Make sure the float is not hitting the baffle in the tank.
