Found oil leak around oil filter

Notice a small leak around bolt . Looks like this is the oil pump. Can I take this bolt out and change I-ring? Notice this while changing oil pan gasket. Thanks

thats not a bolt , it's the cap for the bypass valve and spring
there a copper sealing ring that goes there
just snug it up tight , dont go overboard tightening it

I knew there was something to it. That’s why I was asking thanks. I’ll work on that tomorrow
 
Both. It does bypass the oil to regulate the pressure, and a correctly tightened fiber washer won't leak regardless of what you call it. The filter bypass is the small blow off valve underneath the filter housing that allows the filter to not split or blow out the filter O ring when running high rpm with cold oil or a clogged filter.
