Not familiar on any laws related to swapping engines, especially in Ohio where I live. I know they got rid of our e-check 5 or 6 years ago but that is all I know. I have a stock 87 NA regal and looking to buy an 87 109 complete engine.
 
From the little amount that I've read, if it's an '87 it must at least maintain the '87 smog standards, if you install a newer engine (like if you had an '84 & put in an '87) then it has to pass with the newer year standards. But, since you don't have an e-test, you have nothing to worry about, aside from whatever safety inspections Ohio may do, they probably won't even notice the LC2.
 
Man I'm glad I live in Texas where I don't have to worry about this kinda stuff. The only requirement here is that if you swap motors, the new one must be "Chuck Norris approved."
