Early shifting

Ok the TV cable is right, but at WOT it's shifting way early.

I bought a junk GN with a fresh tranny, my T-type tranny was flairing 2nd pretty bad...It is a original GN tranny, it shifts VERY firm, but just way to early.

Can I just swap Governors?? My old tranny shifted perfect.

To my knowledge its easy as cake! The bolts are 13mm for the governor housing just like the pan!
