Dumping way too much alky!! Old SMC

Ok guys, sold my car and it seems that the SMC kit is dumping way too much alky now. The guy goes out and gets on it, it bucks and surges, he comes back and half the tank is empty of alky. It's a dual nozzle system. He had to replace the pump, but put the same exact pump back in it. Even if he turns the pump speed down it still dumps too much alky. This baffles me. Any ideas?

He should test voltage across the pump leads to see if it varies with the pump speed knob. It could be that the pump is getting full voltage regardless of pump setting.
