Those actually look like older Lincoln/Mercury rims just painted black. I've seen them before on older Lincoln Merc's. Acu-Tru makes a rim somewhat like it as well..
Here is the Mercury rim I was thinking about that looks close to the one on that car...

One thing is for sure you'll never see a Ferd rim on my Buick!!

Looks like it, but the black ones have allen head bolts in them...
