I don't have my stock tables handy at the moment, but depending on the maker of your chip if its not stock, it could be anywhere. 107*F does seem low though, but if its idling fine in CLOSEd loop at that temp you should be fine. Usually they chip is programmed to not go into closed loop until the engine is up to operating temp so that the O2 sensor is good a warm and is most active by that time. Usually I see anytime after 120* or so to be good.
