can't get any fuel pressure

well after almost 2 months on this HG and clean up project, its now together and ready to run but I can't get any fuel pressure. Stays at 0. Did find out my battery went dead while sitting for month before I started project. Between the factory alarm, after market alarm, lojack, and everything else on car, it drains battery after about 1 week and I didnt think to disconnect battery after I thought I blew the HG to start with. But my question is with low voltage, will the ecm prevent the fuel pump from turning on?

Probably not enough voltage to close the relay to turn on the pump.
Jump start the car?!
