Will not drop to zero; what's the problem? Could it be the crank sensor?

If you're on TDC compression on the #1 cyl pop off the cap and see if the trigger window in the reuctor wheel is close to the pick up in the cap of the sensor. If not you probably have it in 180 degrees off and it timed to TDC on the exhaust stroke.

the voltage does drop, just not to zero. the high voltage is somewhere around 11 volts and then it drops to somewhere around 6

Hmmm... interesting stuff. Note to self, make sure your ignition module is bolted down when tryin to set the cam sensor

measure all 3 wires on the cam sensor and report back. Sounds like a bad ground somewhere.

yeah it fixed it, i had the modual laying off to the side. i thought it might have been a ground but i knew all of my grounds were good, apparently i was wrong.
