Cam install troubles.

Base circle is when both valves are closed. The rods should be ok, a little wear is normal, but they could be messed up.

Pretty easy to do...always a good idea to put a wheel on one and verify TDC compression in relation to sprocket position.

there is no compression stroke without a cam in it. next time you install a cam put it in 180 out and you will see the dots magically align if you rotate the crank

I agree The cam bolts are designed so that the timing chain sprocket can only go on one way so it cant be 180 out? Cam sensor yes.

correct but i was saying that even if you align the timing marks at 12 o'clock on both gears, it will work the same. instead of the usual 6 and 12.
