Brakes are now locked

I went downtown the other day and after I went into the parts store and came out and tried to back up my front bracks felt real tight, and the pedal was all the way at the top. This is on a 84 Hot air car so it is not a power master. What could have happened? Possibly the master cylinder went out, or the brake calipers hung up or what can you guys help me out here? And what is the best way to check either! Thanks in advance Tony
 
It is more likely that a single cylinder item locked (like a master cylinder or proportioning valve) rather than two single cylinder items locked (like calipers). You need to find out if both calipers are locked or just one. If it's just one, of course it's a caliper. If it's both, the MC probably is rusty and the spring either broke or is too weak to retract the MC. You might also want to check the brake lights. The hot air cars had a safety feature if the brake lights went bad, the brakes would lock up so you couldn't drive in that unsafe condition.
