boost regulator question

so i was wondering if this idea i have will work safely i have a te-61 turbo with internal wastegate that maxes out at 17psi on stock actuator... can i mount an air pressure regulator like you would use in the shop on an airline before the actuator and set it at say 12psi to fool the actuator and get 20psi instead of buying a heavy duty actuator?
 
Just get a MBC (manual boost controller) RJC sells them. Plumb it in and turn the boost up, the mbc will help spool up as well.
