What exactly do you mean by "blackout tail lights"? I have a very nice set of tail lights that IMO was pretty much ruined when a previous owner sprayed them with blackout paint. They would look really nice on a car at the track or at a show but I wouldn't run them on the street, as they are tinted too dark so there's a chance somebody may not see the brake lights when you're slowing down during the daytime. At night time they look purple when the tail lights/brake lights are lit, as do the backup lights. I put these on my car once when I still had the car and I promptly removed them, like within about 2 or 3 hours.
