A/C and Heating

I just charged my a/c in my car. I also verified no leaks in the system. The issue is the unit blows but on through the top vents. What causes it not to blow through the other vents? Any suggestions.

The default position for the vents is through the defrosters.

The vents are controlled by vacuum, and the issue can be as simple as the under hood vacuum source not supplying the AC controls inside, or many other items like a broken plastic line, broken vac switch, stuck blend door, bad actuator or some other 25 year old piece of plastic?

Thanks I found this vacuum line unhooked and broken. Could this be my issue and where does it go?
