i see that on these early cars that the turbo is attached to the intake manifold is that correct?

can someone explain to me how these are plumbed?

i have a 4.3 crate motor and i was hoping i could adapt an early buick turbo system

It's a draw through system. The design has been around since the 1920's and was used by GM in the early 60's on 2 cars, not to mention quite a bit of after market designs out there. The vacuum from the intake side of the turbo sucks from the carb, compresses the air fuel mixture, and forces it into the intake.
