14lbs of boost and no more

Went to the track yesterday.12.90 @105 with 14lbs of boost.Kept pulling a code 31[no waistgate pulses detected].Got home changed the waistgate solenoid,only to pull another code 31.I`m assuming this has something to do with it not getting more than 14lbs[had waistgate rod in as far as it woild go] Could it be a shorted wire somewhere?2 bad solenoids? bad waisgate actuater?This is all on a brand new combo,fresh motor,new turbo[ta60]old actuater off my 49. This combo should run well into the low 11s[I hope}
