How can I tell if my pump has been hot wired? What to look for under the car ?

Does anyone know where exactly this piece goes in the steering column ? It is on the left bottom near the cruise Control and left turn signal. Any help pictures or diagrams would be apreciated. Also there is one tiny small spring that came out not sure where that goes haha.

do you need to put permatex on the "TURBO TO DOWNPIPE" connection? is there usually a gasket there? I assume for the "DOWNPIPE TO EXHAUST" gasket there is just a regular exhaust crush gasket.

my 8.5 10 bolt is leaking from the pinon (drievshaft side). what usually is the cause of this? what is the easiest repair? just removal and re-gasket it? I have read it's very tricky to reset pinion etc... after the gasket is replaced. how much should I have to pay a shop to do this? $100-$200?
