What boost level is the stock wastegate good for?

Just installed alky in the car and trying to max out the stock turbo (23ish psi). I can't seem to get the boost stabilized. Right now it runs 18-19psi in 1st and 2nd then 22 in third. I've ported the wastegate hole to 15/16", running the RJC boost controller, bypassing the stock solenoid and adjusted the rod a few turns tighter. I even stretched the RJC controller spring a bit and can't get the boost stable. Should I go with a HD wastegate since I want to run 23 psi on the street? Would a carburator return spring help on the stock wastegate?

I cut my wastegate rod to bump the PSI up a few pounds. I've ran 25 with a stock style acuator. No boost controller or anything.
