TCC doesn't always work

I have the t link hooked up and I notice on the highway that the ecm does not always comand the tcc on. Is there a problem with the ecm?
 
Some things to consider:

The ECM utilizes a few inputs to make the determination as to when the TCC should be on. Make sure that you have a good VSS (vehicle speed) signal, that your TPS is adjusted and working properly (they can develop dead spots), and be sure that your coolant temp sensor is working.

Once that's out of the way, check the TCC parameters in your chip.
 
Make sure the ECM is going into closed loop. If not, might have a stuck open thermostat.
